Requesting the Joint Committee on Government and Finance
appoint an
interim committee to study and develop a means by which this
State can reasonably compete with surrounding states and the
Federal Correctional System
.
Whereas, The State of West Virginia has actively pursued a plan
to upgrade the corrections system in this State which cannot exist
without an experienced and well trained staff; and
Whereas, Much of West Virginia's population lives along the
state's borders and adjacent to other states which offer higher
salaries and more lucrative pension plans for their correctional
staff; and
Whereas, Federal correctional facilities are being built in this State which will also offer higher salaries and better
pensions for their staffs; and
Whereas, There may be a disparity of pay within West Virginia's
correctional system between the correctional officers and support
staff; therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby
requested to appoint an interim committee to study and develop a
means by which this State can reasonably compete with surrounding
states and the Federal Correctional System; a means by which
disparity in pay between correctional officers and support staff
may be corrected; and a means by which the pension plans of
employees of the Division of Corrections may be brought in line
with employees of this State's other law-enforcement employees;
and, be it
Further Resolved, That the Joint Committee on Government and
Finance report to the regular session of the Legislature, 2003, on
its findings, conclusions and recommendations, together with drafts
of any legislation necessary to effectuate its recommendations;
and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
